It's quite amazing that they can talk about that in a game. There are quite a few conspiracies surrounding Deus Ex, there's even a shot of NYC which doesn't appear to show the Twin Towers - strange since the game was released before 9/11.

We saw a cloud with rainbow colors in the sky over North Western Ontario Canada that was definitely not normal. At the time we questioned that it might be HAARP which is in Alaska north west of us. That same day there was an earthquake in SE Ontario Canada. ?? There have been other signs in the sky in this area, such as the parallel clouds. Russia and other countries have similar high energy devices and are also doing weather experiments and probing land masses for oil deposits.

That is, you went from uncertainty, to some extreme end of speculation on something that is mythical or no scientific evidence to back it up.
Assuming the footage is not photo shopped, it looks to me like a tornado, and the red surface is most likely sun light getting channeled (look up refraction and how fibre optics work) from far away openings in clouds that allow sun to shine the water surface.
