It is because:
A) islam teaches that women are inferior to men (a women who is not muslim doubly so), and...
B) muslim men are taught that their sexual desires are unclean (they are not, they are natural), but if they find themselves feeling such desires (which are natural, not unclean) it is the woman's fault because she is not dressing modestly and as such is a whore and deserves punishment.

@2paclove2 It is an Islamic tradition (not a mainstream one addmitedly but it is done by some Muslims). It is done here in Britain, it is proven to occur in Australia where there was even a debate as to legalize it!

Interesting when muslim women feel proud of wearing hijab and say, "I don't feel oppressed.....I feel liberated". These women are in living in western society and have freedom to wear whatever they wear. None is telling them how to dress. These women will not go to Saudi Arabia, Pakistan, Afganistan and do this!
