It doesn't matter if you are touched or not in high school or college. The holder (#87) had his knee on the groud and they should not have gotten a touch down. That said, there is no replay in high school and the opposing team should have known better than to stop when the whistle hadn't blown.

Regardless of the "knee down" rule there should have been a penalty for too many players (and coaches) on the field which would result in a re-kick if the penalty is accepted.

The holder is not subject to the "knee down" rule, or else field goal kicks would be dead when the holder caught the snap with one knee on the ground. What this situation brings up is whether the holder is still the "holder" after the ball is kicked and is blocked back in his arms. So if you believe his knee is down this is the question.

You are right. The person defense doesn't have to touch them either. Once your knee hits the ground the play is over. It is pretty close whether his knee was on the ground when he had the ball. Interesting.

Coaches are supposed to teach players that the play goes on until the ref blows the whistle. Football referees have been under scrutiny for whistling a play dead too fast. The refs just stood there after the blocked kick. knowing it was still a live ball.
