Froki Whetted-Blade lives in Froki's Shack, south of Ivarstead. He gives quests concerning Kyne, for which you must sprint about the globe finding and defeating guardian animal spirits.
Not sure if this bow has any kind of interaction with him. Maybe bring it to the old guy, see if he wants it back?
