Protip, thats a static texture on a rotating tube, I have seen how Tobie's models work as I have ported them to Source. Unfortunately I later learned this was not allowed and so took the pack down.
That is not going to be possible unless he remakes the scanner textures with way better detail and modifies his scripts for the scanner attachments, because currently the game engine controls its movement
An animated texture like this one is impossible to do in SA as far as I know, I have done a lot of texture work for it.. and with Tobie's method of making a moving scanner, it is just too hard to slow down the movement. The only person able to slow them down at this point is Tobie himself, since he won't simply allow anyone to just do it anyway.
He has not done anything more special than making a tube [With a texture] to a car that has coded to support moving objects as it's misc. part. Yes, he was first to do it, but he sure hasn't the power to stop anyone else doing it that way.

San Andreas does not support this kind of animated textures as far as I know.

i dont mean to make the cars only the scanners becuase tobies are fast and they are attached so i want them slow and just like this one
