Not sure what time period exactly Johnson means by "before," but the CIA's been helping Guatemala's right-wing governments since it overthrew Arbenz -- and Guatemalan democracy -- in 1954. The bloodbath began after Arbenz was ousted; it continued until the early 1990s.
