Petition Witness must be a New York enrolled voter although anyone can be paired with a legal Witness if they want to help.
Petitioning is statewide in NY but one also needs to make sure one has 100 valid signatures from 1/2 (15) of the congressional districts. NY doesn't do it by county. State Board of Elections gets the petition.
To confirm the 100 sigs per 1/2 the congressional districts we can count them. Most people petition near where they live so a signatures from a witness tend to be in one or two congressional districts.
NYC is the exception but in that sense it makes it easier. We can get 10 congressional districts or so just from NYC.
I got 50 yesterday... People need to hear the truth, some of them are even happy to hear it. McKinney/Clemente '08!
