We do elect these representatives democratically (majority vote) and there are local items that are passed democratically, but that's where it ends. Nationally we are a constitutional republic.

It may have been the police using old style military uniforms. I know some police dept's. who still use the old BDU that the navy only use to this day. So, this is either fake because (they did not place some type of cuffs on the person) or real as they were police getting out of the area in a hurry do to what may have been going on there.
