@narekzo You can have something animated on the desktop, but not an actual video, but I have not seen many, nor do I know how to make them myself, I have however used a cool one, check my videos for Jar's Desktop, the programs in the links there may help you get an animated desktop setup.

Some programs you may need to buy, or torrent if that is your thing.
