Good advice - just looking at the video it seems an exterior basement wall - concrete with slats (maybe 1/2 in) affixed and paneling on that. So the first part would apply, but take care with those initial blows.

Well you can "hit" it but you have to be carefulle to not remove the coating of the said wire.
