It's called "Bottleneck bear" and is an episode of The Wacky World of Tex Avery. Sometimes you can find it on Hulu or elsewhere, just search for the name.
I can only think of one cartoon in which a bear eats someone and gets to keep his meal - by contrast there are at least three lions who get to do so. Still, he gave it the old college try and if it weren't for cartoon silliness he'd have succeeded. Also, this cartoon gets points for actually have stomach acid (and random junk) in his stomach.

@crissycakes011111 I think its called The Tex Avery Show. I haven't seen it since I was a kid but I'm pretty sure that is what the name of it is. :)
