His name is Jheese and he did get owned, Vegeta beat the crap out of him and he's no stronger than Butta. Raecoom was most likely the strongest after Ginyu, Jheese was just a coward who ended up running from fights and turned into a cheerleader for Ginyu (who disliked him for abandoning the rest of the force when the going got tough).

Guldo - Small green guy which controled the time

Recoome - the large, muscular human-like with red hair

Burter - The tall blue guy which was (and I mean was) the fastest alien of the universe

Jeice - the red guy with the white hair (the one you wanted)

And Captain Ginyu - The purple guy with the ability to change bodies.
