It wasn't at a flea market, but rather at a Latin festival in Dayton, Ohio. The dance involved about a dozen women and two men. Each man held one rooster and they danced around all the women, who all wore traditional garb. I'm not certain what the historical significance is, but it was an amazing performance, and the roosters were surprisingly calm throughout.
If you had been there you would have seen that they each had water dispensers of their own attached to the other sides of their cages where they could easily access them. There was also a young lady there keeping an eye on them to make sure none of the visitors at the festival harrassed them and she made sure they had plenty of food and water throughout the day. The bottle of water you see in the video belonged to her. Go vent at some of the videos on here that are actually 'not nice'.
really. not trieing to get to the water. those are gamefowl. probably the most beautiful birds you will ever see. (ugly atm because molt as you can see) and their actually trying to fight each other. but because the pens hold them back. they cant.

The cages are called Filipino drop pens. They are usually green pyramid style used for gamefowl.
