Russian engineers and technicians are NOT hired by other big oil companies Exxon, Shell, etc., they just don't have the experience. They restricted to very few Russian nationalized companies. They act more like bureaucrats than technicians. Many foreign companies operate inside Russia, they bring in their own staff, or Indian or Filipinos, anyone who speak English. LOL!

It is sad because the Russian counterpart companies do not care if they hire Russian locals or not. In Saudi Arabia, they have a "Hire an Arab" program. Foreign companies are required to hire locals, or any Arab (Palestinian, Jordanian, Egyptian) if they have contracts. It has paid off well, many Arab companies like ARAMCO (Arabian American Oil Company) are now owned and staffed by Arabs or locals. I have been to Russia (and planning to go again this summer). I have Russians friends (and a girlfriend :-) Russians are nice people. But, some (like you), act and think like they just came out of their Soviet caves (maybe a missile silo)! They lived in a close society and do not know much about the world.
The resident registration system (propiskas) carried-over from the Soviets, is like a Big Brother bureaucracy -you can't go to another city for more than 3 days, if you don't live there!

American, British and other multinational companies like to hire them because they are talented, hardworking, and familiar with British and US industry standards. Russia did have a large foreign reserve currency, but certainly not the 3rd largest, you have to beat China and the Arab Gulf states for that rank. And your reserves is down to $250 B and dwindling, because your government is bailing out oligarch owned businesses and their debts. This practice in the labor industry is completely normal, these arethe kind of workers who are assigned to do the most labor extensive work like construction and materials handling. Its the kindof work and doesnt require too much thinking and relies mostly on physical activity, and it is also the most dangerous. I have stayed in Kruschev and Stalin style apartments in Perm and Balakova. They are old and dilapidated, with 5-member families living in single room units. Mastermind, Russian oil and gas extraction technology is outdated (it actually is Soviet, not Russian) and not at par with US, Japanese, European, even Korean technology. There could be Russian engineers or technicians, but because of their limited knowledge of English and their use of Cyrillic, they are restricted to Russian companies, which are also very few. Russia is not known in the international oil and gas contracting world. Many Philippine companies have contracts in the Middle East.
