cuz it trys forcing air back threw the turbo when the turbo wheels only ment to go one way. when the intake plate closes the air needs to g out and if the blow off valve or diverter valve dont let out enough air it backs out and all ur boost goes out the way it came "the fins of the turbo making the chopping sound"
