@LikeGoschi if you mean strongest, it depends on the situation. Shun is the best for long range attacks, while Futo is best for close combat slugfests. But Tora is best when it comes to kawaii.

I would assume they disarmed him before locking him up, you just don't see him retrieving his claws because it wouldn't be that interesting to animate.
