@iKyle85 No, the rules say it can hit any part of the body so long as it doesn't benefit the side of the person who got hit with the ball. I get hit in the foot or the shins or wherever in every game and if the ball rebounds back to the other team every umpire has continued play. Since the ball rebounded to a player on the team the PC was awarded to, play 'Should' have continued. However a player lying in the PC is ultimatly in more danger of further injury so most unpires do stop play.
@nickmeredith002 play should not have continued it is illegal move in hockey to run directly down the line of a drag flick so if you are defending a short corner you are not allowed to run straight out at the ball

The one of us who doesn't get a good start blocks of the angle for the shot. We practice in it in training, and have our own 'special' codeworded short corners that stop the opposition doing the same to us, In about 20 odd games we've had this season the umpire has never stopped play once and we play in a professional league.

It's a definite PC. The drag flick isn't "dangerous", it was a perfectly good attempt on goal. There's no way it could be given as a FH to the defence.
I agree with deltree, the guys running out were to slow, if you get close enough to the attacker the worst thing that could happen is you would get hit in the shins.
How exactly do you come to the conclusion that this is a stroke?
Its to hard to say from the camera angle what the call should be.
Considering that the ball has hit the defender near the top of the circle, and has yet to beat the keeper, AND the fact that from this angle it looks like its heading towards the center of the goal = PC, not a stroke.
Also have to remember that it has hit the defender high up from a close distance - if so it should be FH def.
The ball apears to be travelling on target as neither of the runners have split far apart, so looking at it the ball is travelling for the side left netting if you watch through again.
also if the ball is on target for the goal and hits a player it is awarded for a penalty stroke upon an umpires decision.
i have studied these rules as i am a drag flicker myself and the defender is only just past half way in the D as the ball is travelling so it is not as high up to be classified as dangerous.
I'm sorry, but I don't feel a penalty stroke can be justified in this case.
Even if it is still heading towards the left side netting, you have to consider:
- The goalie still has the opportunity to save it. In this video the keeper was moving to their right.
- The fact that this was dangerous. The FIH rulebook states that a flick in a PC maybe of any height UNLESS it is dangerous. It is considered dangerous if a ball hits a defender who is within 5m of the hit above the knee.
Since this defender was within 5m of the flick, the correct decision would be a FH to the defense.

A stroke can only be given for A) an accidental offense which prevents a probable goal or B) an intentional offense on the ball-carrier inside the circle. Neither of these conditions would apply in this particular situation. If you don't consider the flick dangerous, award a PC

Correct decision another PC, card needed NO, PS definitely NOT you have to be 100% sure that the keeper or defender on the line wouldn't save that!
