I've been here before. A lot of places have stuff like this, such as the battle frontier I think. Its not a secret garden, I believe it is actually suppose to be the begining of pal park, but in order to load the full thing, you actually have to go through the entrance.

Personally it doesn't make games boring to me, but in fact in some instances helps improve the game play/enjoyment factor for me, plus its fun to try out random combinations of codes on a boring day. One could easily say that anything that anyone buys, other than food and paying for bills, is a "waste" since we really don't need them in the first place.
