Jeff (Annihilator) is my favourite guitar player of all time. It tickled me when he toured with Savatage (a fine, fine band). Criss was a wonderful player, too, of course. At this level, there is no "better", only different and preferred.
And let's not forget Chris Caffery. Amazing musician with a tonne of heart.
I miss Savatage, in its many guises. What a killer discography. If you don't own it, buy it.

They're both easily at the tops of their respective genres, without a doubt. Jeff is much better at playing insanely fast, precise, and emotional solos on top of equally insane rhythms. Criss was an extremely classical player, but played with more emotion than Malmsteen ever did.
New bands? Trust me, I fucking hate these new metal bands, with the exception of the new wave of thrash bands. Also, I doubt Criss could top Chuck Schuldiner. Come on, listen to Voice of The Soul and don't tell me it's not good.
Criss and Jeff. Two of the best guitarists ever.

I think that both Savatage and Annihilator have pretty similar sound. And both Waters and Oliva sound similar.

'Fraid not. Jeff Waters is great, and I really enjoy his playing too, but seriously, nobody can play like Criss played.
As smoothly/emotionally or as frantically and still make it sound natural, clean and clear.
And don't bring in to play any of those new bands that are "metal" or "tech death metal", or whatever the fuck,
THAT shit is not metal. Criss was an awesome musician.
