I've JUST solved this problem. Are you using McAfee antivirus? Bet you are like me. Google the phrase: "McSvHost.exe causes cpu spike, lagging, and buzzing - very annoying" for the McAfee community support thread on that topic.
According to one of the experts there, you have to go into McAfee's Firewall settings and RESET the firewall to its PRE-determined values. It worked for me!
I was having the same problem I ran task manager for a while (sorted by CPU % run time) and noticed that the buzzing occurred coincident with a program called iaantmon.exe getting a run burst. I disabled the service called "Intel(R) Matrix Storage Event Monitor" and have not had any more problems. This service has something to do with RAID, which I don't use.
I have a useful fix for windows 7. open resource monitor (type it in start menu search bar) and then you can find whats causing the lag/buzz by seeing the spike in CPU usage. Then see if it is fixable. A common cause is iaantmon.exe which is for RAID setups and can be disabled with MSCONFIG. Hope this Helped! :D
I tried turning off the Net Guard in the firewall settings for McAfee, and I haven't had this sound issue yet...(it's only been like 10-20 minutes)... I'm hoping that this'll be pretty promising. Seems like it so far!!!

Hi, I've just solved this problem on my pc. It seems to be associated with redundant wireless adapter drivers. Updating the wireless adapter to the latest build has fixed this problem entirely. I used drivermax, some useful freeware, to sort it out.

Unfortunately it happens far less frequently so I can't reproduce it, (just my luck) but I've found it happens across a wide variety of sources, from games like Left 4 Dead 2 to streaming live video feeds in Firefox. Have you found a solution to this yet? I'm glad that I'm at least not the only person experiencing this annoying issue.

I searched and tried many things but it doesn`t seem to work... Still, when I am Using Itunes or any other program that requires a lot of the CPU in a short time cause this spikes (mainly the spikes appear when the CPU load is near idle and less than 1,5 seconds it reachs 100% load and after goes to 5% to 15% load....)

I get a Buzzing in my headphones along with a lag spike which just started happening while playing Day of Defeat Source. I have a new hard drive coming and according to Alienware Tech that will fix my latest problem with this M17X produced by DHELL. My buzzing sound sounds identical to what you have.

Also if you have a backup service running like Carbonite if you disable it that will also take care of the problem while you play video's or audio.

This may sound weird But open your computer CASE and Clean it up.
Make sure you blow out most off the dust around your CPU , GPU and PSU.

Well the hard drive and reinstall of win 7 and drivers did not fix the buzz. I also get lag with the buzz.
