I agree with the smoke pm...i think it's mostly for the ms boost, its almost equivalent to having boots. And the early game when being in lane, to deny farm for your opponent, or getting it for your team is so important every second you can spare to get there it's either gold gained or lost...yeah you spend 100g for it but it's the supports picking it up...not so great for pubs but...just my $0.02

About the Smoke first:

It is rather to get more smoke in the midgame, as smoke has a 10 minutes stock cooldown.

So if you buy it first, you can get up to 4 smokes until minute 10, while if you don't buy it first, you will only be able to purchase it 3 times.
