That yellow pepper looks more like a Hungarian Hot Wax. There are also sweet yellows that look like that as well. I have never seen a yellow Chili, nice!
If anything, climate change is temporarily helping gardens in upstate NY. Expect for the blight that destroyed the whole tomato crop, but they may not be climate related. Yes, in fact, the tobacco is flourishing here. They are now growing tobacco on reservations in NY and in southern Ontario of very high quality. This tobacco is Nova Scotian Broadleaf, so tobacco has always been grown in Nova Scotia.

Yes, the economy is one factor, especially with tobacco. I think some will always enjoy gardening for its zen aspects, though.
