Actually, they bought the EXCLUSIVE license rights from NASCAR. Before the exclusive went to EA, anyone could make a NASCAR game for profit if the sanctioning body licensed it. Hence why we had NASCAR Heat from Hasbro and Sierra's NR series.
I'll admit, Nascar '07 has the best graphics to date, but the game would be soooooooo much better if they brought back the physics and damage realism of the games Papyrus made.

Actually, NR2003 has the best physics engine to date for the old Winston Cup series. If EA had licensed the engine from Sierra, they would have been able to adapt it to the new NASCAR games.
