There are procedures in place for getting permission and also accounting for the amount of rounds fired. Communication is key in any law enforcement operation.

In the drill there are also boat maneuvers that are praticed. Sometimes they even have mock boats act like the bad guys.

This is a CLASSIC manuever for neutralizing all of the security forces who are not in on the plot. A boat could have fired on the bridge as Obama passed and the response would have been delayed long enough for them to carry out their plan.
