Does anyone know why the two inner lights don't light up? I see it in most bmws

most vehicles with two separate bulbs in their headlights have the lowbeam and high beam separated. in this case and other cases..the lowbeams are the outer lights which is usually more used and the first one to be converted to xenons..if they turn on their bright or high beam..both the inner and outer will light up..
