i believe its a mixture of things thats causing the whole gang situation. One of them being a lack of general direction and bad environment, although people know whats wrong and whats right due to the fact that sooo many people are in gangs in london now, its become commonplace, allowing more people to become part of the culture. Another reason is personal and family problems as being in a gang is your fam, its like another form of "family", good family? no, but many would say family still.
