No its a free download from psn its likes sims,except a full live world were you have your own apartment and can chat and show off with gadgets you get from clearing games with other psnH users (most games on playstation will reward you some sort of gizmo for use in psnh after clearing them)

no it not the ps3 will be the only one that will get DLCs for this game only. the 360 will not and a lot of the DLCs that come out for the ps3 will more likely be free
