Madhuri deserved this long long ago. She is the only one who got it for talent and persona, while usually, as this is a govt award, it needs networking, lobbying, extra social activities etc. All the rest were in politics or well networked, and involved in so called social activities. Madhuri is the best of all actresses ever. It is immaterial who else got it.
