This guy has serious issues. If he can be provoked that easily he shouldn't be a police officer. What he says is ridiculous, but his body language, the tone of his voice, etc demonstrate that he's right on the edge. He can't handle the job. He's an inch away from going ROBO. Maybe he has PTSD.
