The crosswalk button puts in a request for the walk signal, not change the light right away. Just like how a car trips a sensor in a turn lane for an arrow.
Crosswalk buttons increase the amount of time you are given to cross the street when the light DOES change. They do not reduce the amount of time spent waiting.

I once pressed repeatedly on a crosswalk button like that. Five seconds later I got a call from some lady in Germany telling me to cut it out.
