Do missions for them. And give them money, whenever you can afford it. Friendly tools help, but are expensive and not neccessary. When you get to a blue face, propose a trade route to get another +30 over time. Soon you should be able to ally. If you're trying to befriend people who start off with -30, and they charge you money, pay them or say that funds are unavailible, and just do what you would with any other empire. Not too difficult, it just takes time. If it doesn't work KILL THEM

Different titles allow certain numbers of ships (earn titles by obtaining badge points). Then talk to an ally, hit diplomacy, say "can you lend my fleet one of your ships" and then that ship will follow you around until it is destroyed.

Once you get a high enough rank, you talk to an allied space empire and ask them for a ship.

You start with just one. I've gotten to the highest Space rank. You have 5 ships to follow you. The only bad thing about them is that they can die pretty fast and that makes you lose relations with that faction.
