If you know that you have to move around the capital that quickly, you would think that you would take steps to ensure that you can do it as quickly as possible, without expecting others to go out of their way. There are 400+ members of congress. Are all of them there every day? How often does the average congressperson visit the Hill? Are all the officers on patrol every day, or do they rotate between duties? I don't see how we can take for granted that every single officer knows every single member of congress. Do we even know how new the officer in question was?
