Because mid-film, they use Batman as a Scapegoat and want to surrender him to the Joker. And at the end they assume he kills Harvey and blame him once again. @kaigreg nope, the hero that Gotham needed at that time was Harvey Dent: a bright and hopeful figure in that dark and crisis stricken city. obviously, he wasn't so heroic after killing all those people, so batman and Gordon plan to keep the city hopeful by lying to the people and saying that Dent did not in fact kill those people. it's kinda like a Jesus thing, beyond the grave hero to the people. Gotham deserves batman because, well, Gotham is in a state of suckage and batman is awesome.

And he's notoriously known for saying anything to cover up possible story lines. And I believe the memorial service is to let the people think Dent was dead. Because he was the one that they counted on and ultimately failed to keep good. Also that fall wasn't all that long, about the same distance that Maroni was dropped.

Nolan most definitely did say it - partly because this was NOT meant to be ambiguous, he's dead, that's it. Aaron Eckhart (Harvy's actor) stated his character was dead too, that he was not coming back for The Dark Knight Rises (which is currently filming,) and that has contract was for 1 film only. Sorry dude, he's dead!

This one scene depicts what Batman is all about. He's humble, selfless, fearless, unwavering, and moral. Batman takes the blame for all of Harvey's murders yet he never sees himself as a hero. He lays his life on the line even when his own people are calling for his head. He isn't Batman for recognition, he doesn't expect a parade or even a "thank you". He's Batman because the city needs him to be. It might sound corny, but Batman's traits make him a perfect role model.

I'm a huge Batman fan, and it's so amazing that they brought out a quality movie portraying Batman in the light he deserves, not this "fighting crime saving the day" crap with George Clooney.
