It's not that they don't enjoy it but in Japan its kinda a sign of respect showing that they are so into it. I live in Japan and go to concerts and some are the same way, however now its changing and you see more younger people dancing, yelling and really getting into it. But back then it was polite to keep quiet so all can hear the band and enjoy the show.
