If the ALA and 13 CCC members are so foolish to believe a smoking ban will aid the 1% of establishments in Marion County and Indy permitting smoking, then I have a bridge to sell to all of them. I'm glad 371 was tabled, since smoking bans have harmed bars in Illinois, Ohio, and in Indiana and Kentucky communities that enacted them for bars. (they don't get much press, so many unfortunately are misinformed about bans) Michigan bars are wisely protesting their new ban by boycotting the lottery.
