The cat is displaying fear, it's back fur is standing, tail between the legs and ears back. There's a few times that the cat tried to hiss but didn't quite come out.

Here's a crazy explanation... cats and dogs have a much better "sixth sense" than humans, especially when it comes around natural disasters and the paranormal. Maybe the new person in the house has negative energy and the cat is not liking it at all, which explains why it hisses at the same person if they come back.
