@sakMFKR to explain more specifically than the other guy, you take the video, ( or picture) and apply selective focus (and sometimes TILT or SHIFT the perspective, either manually or in post processing. with videos you often speed it up to enhance the model world appearance.

@atalayapark yes its the camera lens such lenses are called tilt-shift lenses.. but theses effect can be even done with video post production whenn you dont hav esuch a lense but it looks best with a tilt shift lens

hey! Ya this is a nice house! I was actually there when it was being filmed and the Allstate company actually brought all of the cars, jet skis, boats, wave runners, etc to be in the commercial. So all of these toys didn't actually belong to the owners of this house.
