They certainly found someone who could emulate Jack Skellington's style of speech! The princesses talk. Cruella Da Ville and Malificient talk, even when they had Capt. Jack Sparrow on Pirate's Lair Island, He talked. Just more talking characters than you realized (those talking ones without full head masks are called "Face Characters").
