It's ingrained into the culture, it stems from Spanish imperialism, and is exacerbated by the U.S. taking away California, which had most of Mexico's agricultural land. Government corruption doesn't help, but that doesn't merit punishing the people just to make a point.

@MsWanderer1 And FYI this kinda stuff is Nothing new for SPD. They ALWAYS try and excuse police beatings here with comments like "We have it hard", or "We THOUGHT he had a gun", OR "He left us no choice". And nuts like you always buy that sht.
This is NOT the first time Seattle PD has done this by far.
On the Otherhand, SPD officers are generally Very VERY Super nice... When they know that they are Live on TV or being recorded.
