Nah I used to work for a news station. I wasn't in editing but I'd watch the editors set up the clips. They'd watch the first couple seconds to make sure its the right clip, and then mark it and move on to the next one.

I think what happened was the dummy in the editing room saw a big, athletic looking black guy in a wheelchair and just assumed it was the right clip. Oops!
