Well, there is an area at the end of the galaxy that is outside. Maybe the comet landed, the stars were washed away, and the one Paragoomba in the level picked them up and carried them across the gap dividing the two parts of the galaxy.
@dembonez19 That's actually quite plausible. Too bad I don't get to know what the galaxy is supposed to look like from outside..or how Mario or Luigi get in there.
I had a feeling Green Star 2 would be located near the Launch Star and close to the 1-up Mushroom.

Realistically, as someone who is familiar with modeling enclosed areas, the outside is probably boxy and misshapen like you wouldn't believe.
Imaginatively, I'm sure it's beautiful. =P
