@MindOfCreativity I drew on different layers, but in this case could TVPaint Animation and one layer as a sketch was drawn sketch-pencil and it has a special eraser.

thats called a drawing tablet, usually a Wacom Tablet. It uses a pen, too, not a pencil. You can tell they are using a Tablet because of the line thickness auto ajust, or pressure sensor. just like a pencil.

This is a pretty awesome drawing, it's just that her right sclera (or at least i think it's called a sclera) is colored in the same color as the skin

TVPaint is commercial software; it costs hundreds of pounds. You can download a free demo but that's the only 'free' you'll get :)
