According to the NY Times in 2006, Cuba was offering contracts to foreign firms (some from India as well as China) to drill off Cuban shores, but there's no evidence of current drilling.

Not sure what several people are alluding to slamming this story. China IS developing offshore oil platforms in Cuban waters. That isn't propaganda; it's truth. They're doing it off of Venezuela also.
