Some friends and I overclocked an old Celeron to something like 4GHz in glycirin, no fans or stirrers or anything. PC died eventually I guess because the gates didn't like the frequency or maybe the moisture but it never got warm :). It was also massively overvolted. This shit works :)
I'd say as far as shedding heat it's objectively more efficient than both, but at the same time it's not really widespread tech which means you're going to run into problems and issues that you wouldn't with the more common cooling solutions.
I'd love to try this some time, but I wouldn't use expensive components or use it as a main pc as I simply wouldn't trust it enough.

Yes it will, all moving parts aka HDD, Dvd drive, floppy, have to be placed outside the case. everything else can stay inside.

Not really. Oil is non conductive so it's no different to air.
