@asurasyn - That's because Freakazoid was suppose to be written by Bruce Timm, and be a serious toned superhero show. But Spielberg changed his mind and turned it into a comedy. So when they were making the Creeper for this episode they pretty much used the scraped design for the original Freakzoid premise.
