I think it might be some sort of papier mache/wood chip composition material, and it's not fired, but dried.
Then it's covered with sort of plaster, made of crushed oyster shells.
At least that's one way of making Japanese dolls, and this looks like it.

What is he using for the base? A type of wood mixed with glue, like composition? Amazing- I love Japanese doll making.

@michelle13579123: thank you- i was wondering what type of material he was using- so he fires the pieces of terra cotta in ovens? this is an amazing video- wish i could make dolls like that :)
