if you look you get ruby and flawless diamond,,plus it re spawns too i been there few times plus box under the boat

It is a fixed item. if it was in a chest it may or may not be a leveled spawning item. Nice find!

silver ingots can be found in that town just north of this location - forgot the name. theres a silver mine and ingots laying around.
