It is just a roll cloud, they form just like tornadoes do, except they never get forced down by cool air.

It looks like just the normal process where you have the boundary of warm and cool air masses and the warm air condenses as they rotate around each other. What a beautiful performance of nature to witness. Tornadoes are actually formed by a horizontal rotating air mass similar to this (the vertical funnel that we see is only a small part of this dynamic).
