I noticed the polarity markers you wrote on the cells. I believe that your polarity is indicated backwards. Lithium ion cells are reversed from the standard alkaline battery construction in order to facilitate voltage grouping. I learned this the hard way. I blew up six controllers in one day costing me hundreds.
