It's sampled from 'ike's rap II' by Isaac Hayes and from his 1971 album 'Black Moses', and was used on fellow bristolians Portisheads' glory box, off the 'Dummy' album from 1994, which was if i recall correctly in competition with that tricky album for the 1995 mercury music prize, which Portishead won.
